Car surging forward

Hi just had a disturbing incident in my 2024 NLine Hyundai Ev. My dad was in very slow reverse & put the car into drive gently. The car surged forward & the brakes didn't kick in. He went into a neighbours fence. Has anyone experienced any surging in the car?.
My dad is an experienced driver & has never been involved in an accident!
Seen this article though, we're under motability & they outsource the car repairs to non Hyundai garages. Thoughts please many thanks
